On Sunday July 13th the Union for the Mediterranean will be launched bringing together EU member states and a number of North African and Middle East countries. It will include the EU's 27 members, plus Morocco, Algeria, Tunisia, Libya, Egypt, Jordan, the Palestinian Authority, Israel, Syria, Lebanon, Turkey – as well as Mauritania, Monaco, Croatia, Bosnia and Herzegovina, Montenegro and Albania.
The Union was originally proposed by France in 2007 with the aim of improving economic, political and cultural relations with the EU's southern neighbours.
The project has however attracted a good deal of criticism including from Arab Leaders and from the Libyan leader Muammar Qaddafi who stated that the Mediterranean Union was imperialistic in design. Other critics have argued that issues such as immigration and terrorism are not addressed by the project.
The launch will be co-presided over by Mr Sarkozy and Egypt's president, Hosni Mubarak, in Paris' grandiose glass-domed Grand Palais.
