New EU-Libya talks have started

A preliminary session of the EU-Libya Framework Agreement negotiations was held in Tripoli on Sunday, September 14, 2008 paving the way for the official launching of negotiations later this year.

The Framework Agreement negotiations will cover issues that were agreed upon in the Memorandum of Understanding signed by Libya and the European Commission on July 23, 2007. Issues to be discussed during the negotiations include energy, illegal migration, fisheries, visa facilitation, trade, education, agriculture to cultural heritage.

The session was attended by the Libyan Secretary for European Affairs Mr Abdulati Ibrahim El Obeidi, the EU presidency, represented by the Ambassador of France Mr François Gouyette) and the European Commission, represented by Deputy Director General Mr Hugues Mingarelli. Malta attended the sitting as an observer, represented by Ambassador Dr Joseph Cassar and First Consellor Dr Joseph Pirotta.
