Hundreds to face bribery charges in MMA scandal

More than 450 persons will on Wednesday start facing charges in Court accused of frauding documentation and bribing to obtain a mariner’s licence from the Malta Maritime Authority (MMA), maltastar reported.
 
The scandal erupted last May where it was suspected that people were paying more or less Lm170 to obtain the licence illegally.
 
Maltastar reported that the persons, who will appear in front of magistrate Michael Mallia, will be accused on five counts.
 
The mariners stand accused of making use of false acts, writings, instruments or documents.

In the same period and under same circumstances, they made use of documents in article 185 of chapter 9 of the Laws of Malta, under the terms of article 186 of the criminal code, chapter 9 of the Laws of Malta.

Also, in the same period and under same circumstances, in order to gain any advantage or benefit for themselves or others, in a document intended for a public authority, knowingly made a false declaration or statement or gave false information.

The mariners are also accused of promising, giving or offering, directly or indirectly, any undue advantage to other persons who asserted or confirmed that he or who were able to exert an improper influence over the decision-making of a person referred to in the preceding articles, in order to induce such other person to exercise such influence whether such undue advantage was for such other person or anyone else.

Moreover, in the same period and under same circumstances, whether knowing or recklessly, they are accused of making any statement which were false in any material particular in any return, claimed or other document which is requested or authorised to be made by or under the Malta Maritime Authority Act.

Two MMA employees were already arraigned in Court back in June and charged with accepting bribes to issue nautical licenses.  

60-year-old John Farrugia from Fgura and 30-year-old Ivan Msucat from Żurrieq allegedly received money and gifts to issue the irregular licenses over a number of years leading up to June 2007.
