MEPA board presents proposals for reform

Andrew Calleja has on Wednesday morning submitted his resignation as chairman of the Malta Environment and Planning Association (MEPA). The resignation came as the board of the same authority presented its proposals for reform within it.
The MEPA board is suggesting, amongst other things, that the appeals board be completely autonomous of it and that its location, funding and administration be unrelated to MEPA.
The proposals’ document, called ‘Change for Sustainable Growth’, recommends that only two commissions should deal with development instead of the present three. It also proposes that members of these commissions should be employed full-time with the Authority.
One of these commissions would deal with major projects and applications outside development zones whereas a second commission would tackle other applications.
The board’s proposals also include, among other things, the setting up of a new unit to be called the “Environmental and Planning Screening Unit” which would study certain development applications and identify environmental and planning constraints. This would in turn help the proposer of the application to re-consider costs, development constraints and further requirements such as an environment impact assessment.
