MLP reacts to white paper on rent reform

The Malta Labour Party (MLP) has given its initial reactions to the White Paper on Rent Reform.

The MLP said that 46 per cent of tenants whose lease started before 1995 will see an increase in their rents. The majority of these tenants are elderly people and it is unjust that after years of contribution they are faced with such a drastic change in their standard of living.

One of the document’s biggest failures, the MLP said is that it does not concretely address the transition period. The party also called for a more comprehensive scheme.

The White Paper lacks details on a number of important issues, the MLP said. The party called for rent to be adjusted according to a specific rent index and not inflation.

The MLP said that the three-year period for the revision of rents is too short.

Recommendations made by the government are limited and do not cater for particular realities within society such as cohabiting couples, same-sex relationships and siblings who live together. The government conditioned the inheritance of a property by persons living in the same residence to a five-year period.

Furthermore, inheritance of property has been limited to persons earning under €25,000.  

The MLP said that various small businesses could be affected by commercial rents because of radical change and this areas therefore needs to be discussed thoroughly.

Speaking on social and political clubs, the MLP said it does not agree on their exemption from rent reform.
