New reforms to citizenship law underway

Second generation Maltese born outside of the country will be able to become holders of a Maltese citizenship when reforms to the concerned law are finalized in the upcoming months.

passportThe details of the reform were unveiled in Parliament on Tuesday evening by Minister for Justice and Home Affairs Tonio Borg.

Through the reform children of Maltese parents who were not born in Maltese Islands can apply to become bearers of Maltese citizenship and passport.

This will also automatically enable such persons to become European Union citizens.


The reform follows through on reforms undertaken in 2000, where dual citizenship no longer remained tied to emigration or one’s birth in Malta and was in turn granted to all those who once bore Maltese citizenship and lost it after being naturalized in another country.

Furthermore, the law will also change in favour of persons born outside of Malta prior to 1964, with citizenship will be granted to anyone who is a child to a non-Maltese father and Maltese mother.
