The Magħtab Waste Management Complex will undergo restoration and eventually be turned into a park which can be accessed by the public at large. In news conference on Monday Minister for Rural and Environmental Affairs Dr. George Pullicino launched a long-term master plan so that the area can be restored.
To establish Magħtab’s target profile around 1.1 million cubic metres of material need to be displaced. Approximately 300,000 cubic metres of this material have already been moved. It is expected that the displacement of material will come to an end in July 2007. Similar works are also expected to commence soon in Qortin and Fulija Valley.
The government is now awaiting submissions from companies to undertake the tender. The best submission will be offered Lm 12,877 (€30,000, $38,275) and will be picked by international experts, experts from the Malta Planning and Environment authority (MEPA) as well as experts from the Ministry for Rural and Environmental Affairs.
All proposals will be displayed to the public for comments before the winner is announced.
The tender stipulates that the visual impact of the former waste-dumping sight is reduced. It further adds that all proposals must have a sense of vision accompanied by creativity. The cultural aspect has not been overlooked, with an emphasis on the importance of turning the sight into a symbol of a new cultural outlook in managing the environment. Other stipulations include that the renovated sight must cater for disabled persons, make use of renewable energy as well as the material on the site along with recycled material. The final emphasis rests on educational facilities where all those visiting the park are informed of the Għallis operations. For this reason the tender must combine creativity with technological skill to permit those who wish to visit the new waste facilities in Għallis to do so without creating any inconvenience for those who want to visit the park only.
The registration will open on Tuesday 1st August and will draw to a close on the 29th August. Submissions will be received up until the 30th October 2006.
The master plan is expected to be adopted over a long gradual period of time. Minister Pullicino explained that following the publication of the Scott Wilson Report which made a number of recommendations for the rehabilitation of the area, a number of intervention on the site will take place., These include the installation of operational systems which control emissions and gases, the development of a restoration cover to curb emissions as well as the development of passive recreational areas where waste has already been neutralized.
