The fourth Budget speech was delivered by Prime Minister Dr Lawrence Gonzi, in his capacity as Minister of Finance, on Monday 15th October 2007. This is the last budget before the next general elections due by next summer.

October 15 is an exceptionally early date for the budget compared to previous years when the budget speech was delivered in late October or November. The reason for this may be related to Malta's adoption of the Euro currency on January 1 2008 or perhaps the need to prepare for general elections early in 2008.

Although Prime Minister Gonzi constantly plays down any connection between this Budget and the up-coming general elections, large sectors of the Maltese public continue to a clear connection between the two. One opinion poll after the other has showed that the Maltese people convinced the Prime Minister will, as the Maltese saying goes, 'sprinkle pepper' and take initiatives that put more money into voter's pockets. This would be the best way to attract more votes in favour of the government's political party at the next elections. Interestingly, Dr Gonzi previously hinted that it is time for Maltese citizens to get something back after the sacrifices they had to make in recent years to bring down the government's financial deficit, which was a key criterion for the adoption of the Euro.
